By a vote of 32 to 4 (with only 2 not voting), the full Rhode Island State Senate voted “Yes” to amend the Rhode Island state constitution to add highest protection for environmental rights. The constitutional amendment process requires the proposal to be passed by a majority of each of the state’s legislative houses, and then to pass by a majority of the state’s voters.
